Where am I supposed to attach cleats to my pontoon boat?

I have two U bolts on the back above the toons mounted to the deck rail cap. I have 2 U bolts on the front corners also mounted to the deck rail cap. I also have two 6" SS cleats on the deck, outside the fence on the side I normally tie to the dock.
